Yes, that is the answer.
To remove the white background, go to the Text Frame panel (Window > Text > Text Frame) and click the Fill color swatch to set it to transparent or remove the fill color entirely.

Do you have these selected in Privacy & Security → Accessibility?

Open the Wacom Center utility.
Make sure the V3 app is selected at the bottom.

That apparently doesn't work with a magic mouse.
However I have my Wacom tablet set to use the touch ring to rotate.

Actually, it can & does so in the same way as in V2, but it is not obvious. The trick is to first click & hold somewhere inside the document window. Then you can drag the tool into the desktop or any other window that is open & accessible.
Does not work for me in V2 or3.

The Develop button will appear in the context toolbar if you select a bitmap object with the Move tool.
Which was probably also their reasoning why the Move tool is now default when opening a bitmap image, rather than previously the Hand tool. Duh.Ah so!

That Ritson thing suggests that, "To add a develop button, go to View > Customize Toolbar, then drag the Develop Studio button from the dialog onto the toolbar.".
Also, "The Develop Studio automatically opens when you open a RAW image. To manually access it, open a RAW file or right-click an image layer and select Develop Studio.".
And, "To manually access it, go to Window menu and select Develop Studio."
I know about the shift>command>A shortcut (Mac) but I don't see any of these other methods?

Didn't know this one! Each region/country gets different brands, I guess...My country's (Spain) most usual one in the shops was typically the German Staedtler. Are these the ones you used?
Yes. I remember Staedtler products were available but I ended up with Berol 1980. 6B-8H.

I had a passion for Staedtler pencils (particularly 2B).
I used Berol Turquoise. 2B or not 2B!

By the way, instead of holding option/alt and click (rather than drag) while in the Brush tool which now obviously doesn't work in v3, you can also always hold the I key to temporarily activate the Color Picker tool and click to sample a color. Upon releasing the I key, it will revert automatically to the Brush tool.
And unlike the hardcoded Option/Alt shortcut, you can actually assign a different shortcut to the Color Picker tool, e.g. Y or Z which is – depending on Qwertz or Querty keyboard layout – usually right above the Option/Alt key, so that you don't need to completely reprogram your muscle memory.
Be creative, folks.
Because don't hold your breath that such relatively (!) minor issues will be fixed in three, two, one…Maybe they think that's the new way to do it. But it doesn't make sense to me to take option>click out of the brush tool and leave option>click>drag.

but if in v3 you do need to drag to pick a color, that could be workflow-breaking, big time, in many painting techniques in which one is picking colors constantly and very fast. Having either the visual color wheel or magnifier appear, or certain graphic glitches or having to drag to actually pick a color are, in many cases, showstoppers. Hopefully this might get fixed/addressed.

Tom, if the Color Picker tool – the one with the eyedropper icon – doesn't work for you as described in the Help files, then please report it by all means.
But as noted, for me it works exactly as described in the Help.Yes I did.
Because Affinity V1 and V2 as well as every version of Photoshop for the last 100 years has had an option click color picker in the brush tool.
